Where Are People Moving to Lebanon County From? Latest Migration Data

Where do Lebanon County’s new residents come from—and how many people move without leaving the county? The best available public sources point to a largely regional pattern. Most identifiable newcomers arrive from elsewhere in Pennsylvania, especially neighboring Lancaster, Dauphin and Berks counties. Thousands of other residents make a local move within Lebanon County.

This report combines the latest available IRS county-to-county migration release with the U.S. Census Bureau’s 2020–2024 American Community Survey. The datasets measure different types of movement, so they should be read together rather than treated as interchangeable.

Important: These are Lebanon County figures. They do not show how many people settled specifically in Annville, Palmyra, Lebanon, Cleona or another individual community.

How many people moved within Lebanon County?

The Census Bureau estimates that 7,499 people age one or older moved from one Lebanon County home to another during a typical year. That represents approximately 5.3% of the county’s population age one or older.

This is an annual estimate based on responses collected during the 2020–2024 American Community Survey period. It is not a five-year total, and it should not be multiplied by five. These moves might include a renter changing apartments, a homeowner buying a different property, a household downsizing or someone moving between county communities while remaining close to work and family.

Which Pennsylvania counties send the most people to Lebanon County?

The IRS reported 3,466 incoming residents from elsewhere in Pennsylvania. The largest individually disclosed county flows were:

Previous county People moving to Lebanon County
Lancaster County 859
Dauphin County 852
Berks County 576
Cumberland County 156
York County 140
Schuylkill County 132
Philadelphia County 97
Montgomery County 66
Chester County 65

Lancaster, Dauphin and Berks counties together accounted for 2,287 incoming residents—about 43% of all people moving into Lebanon County in the IRS data. The pattern reinforces Lebanon County’s connections with the Harrisburg, Lancaster and Reading regions.

How many newcomers arrived from another state?

Approximately 1,787 people, or 33.5% of the county’s total measured inflow, came from a different state. The IRS grouped most smaller county-to-county flows to protect taxpayer privacy. Among those grouped records, the South was the largest source region, followed by the Northeast, Midwest and West.

Bronx County, New York, was the largest individually disclosed out-of-state county, with 102 people. Because most other out-of-state county pairs were combined into regional categories, this should not be interpreted as a complete ranking of individual counties.

What does this mean for someone planning a move?

The figures suggest that relocation into Lebanon County is often regional rather than cross-country. Someone moving from Lancaster, Harrisburg, Reading or another nearby market may already know Central Pennsylvania, but still needs to compare property taxes, municipal services, school assignments, utilities, housing types and everyday travel at the property level.

Even a move within Lebanon County can involve meaningful changes. An address in the City of Lebanon, Annville, Palmyra or a surrounding township can come with different municipal responsibilities, utility arrangements, school boundaries and commute patterns.

Sources and methodology

The IRS 2022–2023 migration dataset is based on year-to-year address changes reported on matched individual income-tax returns. Returns approximate households, while personal exemptions approximate people. The IRS suppresses or groups smaller flows to protect taxpayer privacy. Beginning with the 2022–2023 release, the IRS introduced an enhanced matching process, so comparisons with earlier releases require care.

The within-county estimate comes from the Census Bureau’s 2020–2024 American Community Survey five-year mobility table. ACS figures are survey estimates and carry margins of error. Neither source identifies which movers bought a home, rented a home or settled in a particular Lebanon County municipality.
